To establish and maintain financial and management procedures. Ensure compliance with all regulatory requirementsPlanning and development:Take responsibility for management and delivery of the business planDraft, monitor and assess the business and development planAssess options for co-ordinating the activities, procedures and systems so as to promote common policies and practices.Supporting: Arrange and attend meetingsAdvise the on financial, managerial, staffing and service delivery issues.Report on progress against agreed objectives. Prepare and draft the agreed reports. Advise on compliance with all relevant legislation, e.g., Company law, Health & Safety, employment etc.Service delivery:Identify development opportunities consistent with the aims of the company and the operating environment. Maintain an awareness of organisational and technological developments and ensure that the service operates in ways which make best possible use of the resources availableFinancial management:Maintain day-to-day financial control of the service within budget Ensure that all finances are properly administered and monitored, Advise on the proper allocation of resources. Ensure that appropriate financial regulations and controls are in place and in use at all times.Prepare and review detailed budgets for approval.Compile reports on income, expenditure and any variations from budgets.Ensure that all financial reporting obligations are met in relation to contracts and any other initiatives.Authorise expenditure up to limits as agreed.Providing and interpreting financial information;Monitoring and interpreting cash flows and predicting future trends; Analysing change and advising accordingly; -Formulating strategic and long-term business plans; -Researching and reporting on factors influencing business performance;Analysing competitors and market trends;Developing financial management mechanisms that minimise financial risk;Conducting reviews and evaluations for cost-reduction opportunities;Managing a company’s financial accounting, monitoring and reporting systems; Liaising with auditors to ensure annual monitoring is carried out;Developing external relationships with appropriate contacts e.g., auditors, solicitors, bankers and statutory organisations such as the Inland Revenue;Producing accurate financial reports to specific deadlines;Managing budgets;Arranging new sources of finance for a company’s debt facilities; Supervising staffKeeping abreast of changes in financial regulations and legislation Manage stress specifically in a cash flow constrained environment Meet deadlinesSelf-starter and able to work without supervisionAnalytical and accurateStaff management:Ensure, delegating as appropriate, that each service requirement is adequately managed, staffed and resourced.Overview of Policies and Procedures, Employment, Agreements.Training and development:Identify and implement plans for staff and own training and development needsPerson Specification:Proven administrative, leadership and management ability in the areas of strategic planning and organisational development. Ability to devise and implement strategic development and resource plans, particularly in the areas of service development, staff development and the management of change.Ability to work on own initiative, prioritise work, handle pressure and take day-to-day decisions Ability to develop, monitor and maintain management information systems and procedures.Experience of financial responsibility for a budget, including experience of accounting guidelines, end of year accounts and external liaison with auditors.Ability to communicate effectively in person, in writing and over the telephone with individuals and with a wide variety of organisations and audiences and to research, analyse and interpret complex information and produce clear verbal and written reports.
